Anyone can be a ‘creep’, it doesn’t matter what their appearance is, yes even the ‘handsome’ guy can be a total creep too… its just that people are probably less likely to believe such a guy could be a creep (thank society and their stereotypes).
The ‘attractive’ woman can also be a creep.
But instead, we tend to solely deem ‘old men’ and ‘fat and ugly guys’ and ‘ugly guy with acne’ or a guy who just somehow ‘looks like a creep’… as creeps…
I’ve never really been sure as to how someone can just ‘look like a creep’… can you really, truly tell that someone is a creep just by looking at them?

You asked a very hard question, Simple answer yes you can tell for some and for other’s you can’t.
I’m not sure exactly what your definition of a creep is?
My definition would be some one that intentionally fools you to achieve their motive.
Well… I look quite handsome and that didn’t stop people from treating me like a creep or my own parents.
Anyway, the fact that I still visit a suicide website while I have not been suicidal for years just to read stories and perhaps encourage people would make me a decent creep.
But although my life has improved a lot I realize and see every day that perhaps you are better than the so called “normal people”.
There is much beauty in the world though.

Attractive people can get away with more. Ugly people are by default considered to be creepy, doesn’t really matter what they are doing. It’s stupid.
I think you can only truly tell from the extent to which they assault or molest you how creepy they are. If they haven’t molested you or insinuated molestation, then they are probably safe
