Yes there are a lot of places like that actually. Music festivals, volunteer work, quiet bookstores and other hippy hangouts, random people watching the sunset at the beach. These places are all over. Unfortunately like most of you I’m guessing, I choose to sit in a room and stare at blank walls.
My observation is that people tend to be kind and compassionate when that is the expectation, or the desire the same out of others. In my field this is common, in both computer science work and psychology people are extraordinarily accommodating and considerate.
Where I live there are a lot of people who pretend to be kind, it’s a southern US thing. We’re polite to everyone, we all hate them. My family jokes that the worst swear word from me is “Buddy” as in “Listen BUDDY, that sort of behavior just isn’t acceptable around here, K?!” I’ve heard similar stories out of canadians, lots of politeness, but people are still abrupt and cruel.
*shrug* find somewhere reasonably comfortable I guess… or get comfortable where you are. There’s always someone feeling worse than you somewhere, find them and be nice to them, society might start feeling nicer to you.

I live in Romania. Personally l don’t know any place where people are friendly and good with one another. Maybe in Heaven this would be the case.
I wish it was really like that. Seems so idealistic.
