What happens when/if you keep a dog or more in a small space? Or chickens? My neighbors do this. Although they sometimes leave the dogs outside. I thought about calling the animal police but I live in Romania and it’s hard to be taken seriously. I never called the animal police.
Should I try to talk with my neighbor first? My relatives have a somewhat relationship with them but they might not want to talk or do something about it invoking some reasons.
I don’t know what to do and I feel like shit.
Even my relatives don’t care/understand.

You have my respect for questioning and being their voice, Hulk. It’s often advised to speak directly to the perpetrator, yet I’m always hesitant to recommend such an approach in an effort to avoid possible reprisal and strained relations. You have definitely nailed it, a call to a local animal welfare organisation will help ascertain if a breach of regulation exists and decide what action is necessary. The call can remain anonymous and at least offers peace of mind. I’m from the other side of the world so it may call for a Google search for contact details, I’d be happy to help if needed.
Regulations definitely vary, the following may or may not apply: confining an animal in a way that’s inappropriate for its welfare, failure to provide appropriate living conditions, and causing animals psychological harm in the form of distress may all constitute animal cruelty. As does insufficient food and water, though that may be hard to determine.
Good luck, and if it’s determined they’re adequately provided for, and you still feel uncomfortable one option may be to offer your kindness by walking the dogs from time to time (if it’s ok with your neighbour of course).

Fortunately I have some neighbors who are good to their animals.
Initially I stayed in a town near the Black Sea then I moved here in a city near Bucharest but it sucks

It’s difficult when the perps are your neighbors. It’s like you need to help the animals but you don’t want to make trouble for yourself. I applaud you for wanting to do something. (I once stole a dog from my neighbors because I saw the man kick him and threaten to kill him.)
What happened to the dog? Did you send it to a shelter/give it to someone? Did the neighbor find out it was you who stole the dog?
I took it to where my boyfriend worked. He ended up taking the dog and he lived a good life! I was on high school at the time.
How did you do it without the neighbor seeing you tho? or if the dog barked, people could’ve heard? Bold thing to do. I would’ve been scared to get caught. Maybe I’d nab the dog at night… 😛
This person didn’t care about the puppy. He was an abusing jerk. I lived next door. I overheard what he did to his wife. I was a kid. I would do it again. The dog ended up so much better off.
